PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The purpose of this role is to support the development, implementation, and operation of a comprehensive shutdown, turnaround and outage (STO) cost control system. This includes cost tracking and forecasting activities, performance management and reporting, and the integration of cost inputs from internal and third-party sources into the overall cost engineering process.
The TAR Cost Engineer is responsible for the development and maintenance of STO estimates/budgets, forecasts, trends/changes, progress measurement, reports, invoice support, review and analysis as well as providing support and assistance to the Turnaround Event Manager.
Roles & Responsibilities Preparation, maintenance, and ownership of STO cost deliverables including estimate development, tracking of budgets, commitments, and Value of Work Done (VOWD).
During the event, works closely with Event leads, and Project Controls team to ensure cost updates and variances are understood and clearly communicated.
Analyzes cost data to understand variances from plan and provide insights to event lead and turnaround manager on the impact of TAR delivery performance on forecasted total costs.
Works closely with Turnaround Engineers and planners to update/maintain event-specific, current-year, multi-year and long range (6+ years) STO cost forecasts
Supports governance cycle including assisting with preparing Authorization for Expenditures (AFEs) for work scopes
Establishes Work Breakdown Structure (WBS)/Cost Breakdown Structure (CBS)
Oversees contractor cost management and reporting processes, ensuring implementation of contractor's contractual requirements.
Facilitates reporting thought quarterly project financial and performance reviews, maintaining transparency against annual spend targets.
Receives project specific invoices and allocates to appropriate cost center or WBS.
Complies with all HSSE requirements
Maintains Change Control visibility, ensuring both approved and pending changes, as well as threats/opportunities are included in forecasts and reports
Confirms all budget changes and trends are documented and approved for an ongoing accurate cost estimate and history of the project cost performance.
Ensure cost forecasts align with actual delivery progress as reflected in the STO schedule.
Key Challenges Highly demanding and fast paced job, particularly during large STO events.
Condensed time periods for cost review meetings and forecasting
Qualifications Bachelor’s Degree in relevant technical or business discipline preferred; however,
candidates with relevant industry experience (and no degree) will be considered.
10+ years industry experience in STO cost control with Owner/Operator.
Ability to prepare estimates and budgets with a high degree of accuracy.
Excellent computer skills, particularly with SAP, Primavera P6 and
MS Office Suite (Excel, Power Point, Word, etc.)
Highly efficient in Excel including lookup functions, PivotTables, complex formulas, creating cost curves and other graphs
Strong teamwork skills to collaborate and build strong relationships with co-workers and external partners to support development and implementation of business solutions.
Ability and demonstrated proficiencies to engage and work within a multifunctional discipline team to establish high levels of cooperation and credibility for the cost function when working with the project team.
Ability to produce good quality written reports and summary presentations – able to communicate clarity from complexity.
Proven ability to collaborate across business units with internal and external stakeholders.
Skilled in organization and documentation with the ability to maintain files with appropriate level of detail
Ability to manage multiple projects in a deadline-driven environment
Knowledge of project/STO risk management and analysis.
Great social skills.
