Description

Plans, organizes, directs, coordinates and evaluates all activities and programs of the City's Solid Waste Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following under the direction of the department head. Other duties may be assigned.
  • Plans, organizes, directs, coordinates and evaluates all activities and programs of the Solid Waste Program.
  • Formulates policy pertaining to solid waste collection, setouts, illegal dumping, litter, and residential solid waste disposal and receptacle storage.
  • Communicates regularly with solid waste contractor to address setouts, infestation, special pickups, and lien placement.
  • Issues citations and testifies at Code Enforcement Board hearings as needed.
  • Participates in contract negotiation with solid waste contractor.
  • Initiates educational and litter abatement programs in the community.
  • Promotes recycling education and participation.
  • Participates in organized cleanup projects utilizing seasonal employees, court ordered community service inmates as well as working with citizens and civic groups to promote and assist in community oriented litter abatement projects.
  • Compiles statistical data and prepares various analysis and regulatory reports concerning solid waste services.
  • Participates in local and regional waste management groups including but not limited to Solid Waste Coordinators of Kentucky, Kentucky Division of Waste Management, and County Solid Waste Coordinator.

KNOWLEDGE, ABILITIES, AND SKILLS
  • Ability to express ideas clearly, accurately, and concisely, both verbally and in writing.
  • Ability to learn various city codes to perform duties of position.
  • Ability to learn and discuss infractions of codes in a firm, tactful, and impartial manner.
  • Ability to exercise tact and diplomacy in order to establish and maintain an effective working relationship with property-owners, occupants, agents, contractors, representatives of other agencies and the public.
SUPERVISORY RESPONSIBILITIES

Responsible for supervision of seasonal staff, community service workers, and court ordered community service inmates.

EDUCATION and/or EXPERIENCE

Graduation from high school or equivalent supplemented by five years directly related experience, including two years administrative or supervisory experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write simple reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Possess and maintain a valid Driver's License

JOB TYPE/WORK HOURS

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 am -4:30 pm. Evening, week-end or hours adjustments may be required as job duties demand.
