This position is located in the BLM Ukiah Field Office. Responsibilities Provides leadership, technical advice, and assistance to the Ukiah Field Office supervisors and resources staff. Assures quality of work is maintained throughout the Ukiah Field Office. Serves as consultant, coach and supporter to facilitate problem solving and accomplishment of Ukiah Field Office goals and programs. Performs personnel management functions. Issues decisions on controversial issues involving public lands and resources. Directs field office resource management activities so they remain consistent with BLM goals, objectives, and policies. Responsible for planning, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources. Determines work priorities for the Ukiah Field Office and directs accomplishment of the approved Annual Work Plan. Determines area budget priorities and monitors and assures planned work is accomplished. Manages delegated Ukiah Field Office responsibility for procurement functions in accordance with governing regulations and for maximum Bureau benefit. Coordinates or negotiates with other Federal agencies, or with top officials of State or local government bodies. Manages delicate and controversial issues that often involve developing cooperative relationships leading to joint technical efforts in planning projects, in formulating legislation, and in resolving unusually complex or controversial issues. To qualify for the GS-13 grade level, applicants must have one year of specialized experience equivalent to at least the GS-12 in the Federal Service. Examples of specialized experience include but not limited to; Supervision and/or management experience in a natural resource management agency; managing public lands for multiple use, to include energy and minerals, renewable energy, oil and gas, range management, realty, wildlife habitat, outdoor recreation, archeological and paleontological, soil, water, and air, and fire management; resolving complex and controversial land issues; experience operating natural resource management programs within budgetary limitations; and providing and performing personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirement by the closing date of the announcement. Physical Demands: Nonnally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork. Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures.
