Under occasional supervision, must be mentally and physically capable of assisting in supervising the daily operations of Environmental Services, including animal, litter, rabies and vector control. Maintains accurate division records. Assists in supervising subordinate officers and inmate workers. Reports to the Environmental Services Officer III.
Supervises and conducts all daily animal, litter, rabies and vector control activities, enforcing all applicable County, state and federal procedures, codes and laws. Investigates complaints and issues tickets/citations to offenders; participates in prosecution of offenders; refers community health hazards to proper authorities.
Sprays chemicals for the control of the mosquito population.
Captures and maintains all dangerous or potentially dangerous animals at the County shelter; investigates all animal bites; euthanizes animals as appropriate according to County codes.
Receives and responds to complaints and requests for service form County citizens concerning environmental services.
Assists in supervising the inmate litter removal program; transports inmates to work areas.
Oversees the daily activities of subordinate Environmental Services Officers and assigned inmates; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; and recommending employee discipline. Reviews the work of subordinates for completeness and accuracy; offers advice and assistance as needed.
Enforces safety protocols and guidelines.
Participates in department short-and long-term planning; schedules and coordinates time, materials and supplies, costs and labor to obtain the most effective use of all available resources.
Schedules vehicle maintenance.
Prepares division payroll documentation.
Maintains all division records and prepares required reports.
Performs computer data entry to record and retrieve various information.
Remains on-call after regular working hours; works weekends as required.
Attends meetings, workshops and training classes as appropriate.
Receives, reviews, prepares and/or submits various records and reports including requests for services, logs, incident reports, accident reports, activity reports, vehicle maintenance forms, citations, tickets, payroll documentation, claim for payment, purchase orders, requisitions, specifications, memos, correspondence, etc.
Operates a variety of equipment such as a vehicle, bus, ULV spray equipment, two-way radio, inmate transportation equipment, calculator, telephone, cap/stun gun, computer, trap equipment, tools, camera, etc.
Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, inmates, County management staff and employees, County Council, vendors, S. C. DHEC personnel, Magistrate's Office personnel, law enforcement/emergency response personnel, medical personnel, attorneys, hospital personnel, and the general public.
ADDITIONAL JOB FUNCTIONS
Participates in warrant executions with the Magistrate's Office.
Promotes rabies clinics and other special projects and programs.
Performs related duties as required.
Requires a high school diploma supplemented by two years of experience in environmental services, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid state CDL driver's license. Must be state-certified as a Limited Duty Officer. Minimum pesticide training is required with certification as Pesticide Applicator a prerequisite to further advancement.
